In FIS community DMs over the past 6-12 months, we've heard variants of the same story over and over:
> *"Nag-pay ako ng S$3,000 sa isang Pinay agency. Sabi nila, 'we'll find you an employer, sponsor, EP guaranteed.' Pumunta ako sa SG. After 2 weeks, walang job. Yung sponsor employer, peke. Yung EP, hindi ko alam if real. After 3 months, na-arrest ako. Illegal worker pala ako."*
> *"Magpapa-PR daw siya. S$5,000 muna. Tapos S$8,000 pa para sa 'investment.' May binigay siya akong fake na ACRA papers. After 9 months, sumakit ang ulo ko. Tinanong ko sa ICA. Wala daw application sa pangalan ko."*
These are real patterns. SPF, MOM, and the Philippine Embassy MWO have all issued warnings. Hindi natin pinangangalan ang specific agencies dito. Pero eto ang modus, eto ang red flags, eto ang verify steps.
The fake-agency modus (4 versions)
Version A: Fake EP Sponsorship
- "We'll find you a Singapore employer who will sponsor your EP."
- You pay S$1,500-5,000 upfront.
- You're given a "Letter of Offer" from a real-sounding company.
- The company is either non-existent, a shell, or did not authorise the offer.
- When you arrive in SG and report to "work", there is no job.
- You either: (a) overstay and become an illegal worker, or (b) try to find legitimate work but lose your initial money.
Version B: Fake PR Application Assistance
- "We have ICA connections; we can guarantee PR success."
- You pay S$3,000-15,000+ in installments.
- They send you fake "ICA status emails" showing your application "in progress."
- They ask for additional payments for "academic certifications", "investments", "donations".
- When you check directly with ICA, no application exists.
Version C: Fake Employer for Existing Pass Holders
- You're already in SG on an EP or S-Pass.
- Recruiter offers to switch you to a "better employer" for a placement fee.
- The new employer is fake. Your existing pass gets compromised when you cancel without a real replacement.
- You become out-of-status.
Version D: Fake Recruitment in Manila
- Manila-based "agency" recruits kababayan for "Singapore opportunities".
- Charges PHP 50,000-200,000+ for "processing".
- Sends people to SG on tourist visas, then leaves them to find work locally.
- Tourist visa overstay = deportation plus permanent bar.
Red flags across all 4 versions
🚩 Guarantees of approval for any government process (EP, PR, citizenship). No legitimate agency guarantees ICA or MOM decisions.
🚩 Cash-only payments or payments to personal bank accounts (not registered company accounts).
🚩 Communication only through WhatsApp, Telegram, or Messenger. No office address you can visit. No registered email.
🚩 Pressure to act fast. *"Limited slots, decide today, kaya kayo malayo sa quota."*
🚩 Fee escalation. Initial payment becomes "phase 1". More fees appear for "phase 2", "phase 3".
🚩 Documents you can't independently verify. Fake ICA letters, fake ACRA certificates, fake employer offers.
🚩 Refusal to provide a written, signed contract with their full legal company details and registered address.
🚩 No license number provided. Legitimate SG immigration consultants have license details that can be verified.
🚩 Manila-based "agency" without DMW accreditation. All PH-based agencies recruiting OFWs for SG must be DMW-licensed.
