Every documented OFW is enrolled in OWWA when the DMW processes the contract, and kababayans already working in Singapore keep it alive by renewing at the Migrant Workers Office or in the OWWA Mobile App. The contribution is USD 25, collected in Singapore as SGD 36, and each payment covers two years.
Who must be an OWWA member and who can join voluntarily
Republic Act 10801 gives two doors into OWWA. Compulsory: the DMW, which absorbed the POEA, registers you when it processes your contract. Voluntary: you register at the jobsite or online.

How much it costs and how long it lasts
The law fixes the contribution at USD 25 or its equivalent at the prevailing rate; MWO Singapore collects SGD 36 for two years. Membership takes effect on the day you pay, and OWWA's overseas offices apply a flat two years regardless of contract duration or change of employer. No late fee, no backdating. A gap in payment is a gap in cover.
Renew or enrol online through the OWWA Mobile App
The official app is published by OWWA MISD on Google Play and by the Overseas Workers Welfare Administration on the App Store, both updated 15 September 2026.
Install the app and tap the "verify your account here" link. Enter your name and an email address you check. OWWA emails your username and password once your record matches.
Log in and open the Personal Information tab. It shows Active or Inactive, your payment history and your latest contract on file.
Choose renew, up to 90 days before expiry; after expiry, renew through an OWWA office.
Pay through Landbank or OFBank cards, BancNet banks, a cash payment centre with the printed slip, or other banks via PCHC PayGate. Since 16 April 2026 GCash works too: Bills, Government, OWWA, then your details and reference number.
Allow one to three banking days for bank and e-wallet payments to post.

Enrol or renew in person at MWO Singapore
OWWA Singapore sits inside the Philippine Embassy at 20 Nassim Road, Singapore 258395. The MWO works Monday to Friday, 8:30 AM to 5:00 PM, except Philippine holidays; the Embassy as a whole closes on listed Singapore and Philippine public holidays.
Book first. All labor and consular transactions need a prior appointment. At go.mwosingapore.online, find OWWA Membership under OFW Services and tap Schedule Appointment.

How OWWA ties to the OEC, the OFW Pass and contract verification
The OEC, now becoming the OFW Travel Pass, is the exit clearance you show when leaving the Philippines. Singapore immigration never asks for it, and you do not need it to keep working here. The OEC proves DMW knows about your job; OWWA is the fund that job pays into.
Flying home and back, same employer. Generate an OFW Travel Pass in the eGovPH app (NGA tab, DMW, Balik Manggagawa, Travel Pass), valid 90 days. Or log in to onlineservices.dmw.gov.ph, answer yes to same employer and position, and print an OEC exemption, valid 60 days; carry the contract that matches it.

Changed employer, position or jobsite, or no DMW record. Book a contract verification at MWO Singapore, update your e-registration profile, bring the signed contract plus passport and work pass copies, and pay SGD 15 cash. Domestic workers add a copy of the employer's NRIC with signature; skilled workers add a certificate of employment, payslip or company ID. Your OEC is then emailed, valid 60 days.
Where OWWA comes in. MWO offices check OWWA status during OEC issuance and tell workers to renew if inactive. Fix OWWA before the flight home.
Common problems and fixes
Membership lapsed months ago. Renew now, in the app or at MWO. Cover starts on payment. The gap costs nothing, but a death or disability inside it pays nothing, because those benefits require active status at the time.
The app cannot find your record. Verification matches your last, first and middle names to OWWA's file. A middle name that does not match the passport, or a married name on one record and a maiden name on another, breaks it. Use the exact passport spelling, then email misd@owwa.gov.ph with your passport name and birthdate, or bring the passport to MWO.
New employer, old record. Your OWWA validity survives the change, but your DMW record does not update itself. Do the SGD 15 contract verification before you need an OEC. A company name change with the same UEN needs no verification; bring the ACRA certificate. A merger or acquisition needs a transfer letter and verification.
Renewing from home. A family member can renew for you at an OWWA RWO with your authorisation letter, their ID, your passport copy, proof of employment and the peso equivalent of USD 25.
The Migrant Workers Office in Singapore charges SGD 36 for OWWA membership, and it runs for two years. The law sets the contribution at USD 25 or its local equivalent, so the SGD figure can move with the exchange rate.
Can I renew OWWA without going to the Embassy?+
Yes. The OWWA Mobile App lets you check your status and pay the renewal from your phone, and since April 2026 you can also pay through GCash Bills Pay; bank and e-wallet payments take one to three banking days to show.
Do I need an appointment to renew at MWO Singapore?+
Yes. The Embassy applies a no-appointment, no-entry rule for all labor and consular transactions, so book the OWWA Membership slot at go.mwosingapore.online and bring your passport, work pass, proof of employment and the OWWA information sheet.
Is OWWA the same as the OEC or OFW Pass?+
No. OWWA is your welfare membership; the OEC, now the OFW Pass on the eGovPH app, is the exit clearance you show when leaving the Philippines. MWO offices check your OWWA status when they process your OEC, so keep both current.
What happens if my OWWA membership lapsed?+
Nothing is owed for the gap, but you were uncovered for it, and death, disability, MEDplus and the scholarships all require active status at the time. Renew now and cover starts from the date you pay.
I changed employers in Singapore. Do I pay OWWA again?+
No. OWWA offices apply a flat two-year validity regardless of a change of employer or contract length. You do need a contract verification at MWO (SGD 15, cash) before your next OEC so your DMW record matches your current job.
Can a Singapore PR keep OWWA membership?+
OWWA's voluntary programme names OFWs who have not acquired permanent residency and dual citizens under RA 9225 who work abroad. Whether OWWA Singapore accepts a Filipino-citizen PR is UNVERIFIED, so email singapore@owwa.gov.ph before you pay.
