Book a fingerprinting slot at the Philippine Embassy on Nassim Road, pay SGD 37.50, and mail the signed NBI Form No. 5 to the NBI Mailed Clearance Section in Manila with PHP 200 or hand it to a representative sa Pinas. The embassy step takes about an hour; NBI needs up to five working days once your papers arrive, so with couriers both ways you are looking at three to five weeks.

Who needs an NBI clearance while in Singapore

An NBI clearance is the Philippine police record check. Kababayans in Singapore ask for it when an employer back home or abroad wants a background check, when a foreign embassy wants proof of no criminal record for a visa, when you apply for permanent residence elsewhere, or when you sort out a PH government transaction like a firearms licence or a professional board application.

Singapore's own immigration and employment offices are more likely to ask for the Singapore Police Force Certificate of Clearance, which covers your record here. That one costs SGD 55 and is a separate process. Check which document the requesting office wants before you start. Some want both.

The good news: you do not have to fly home. NBI runs a mailed-clearance route for applicants abroad, and the embassy in Singapore does the fingerprinting part.

Step 1: register and pay online (the exact site, the fee, payment options from abroad)

The official portal is clearance.nbi.gov.ph. Nothing else. Sites with "nbi" in the name that are not that domain are third parties.

For a first-time application from abroad, the online account matters most if someone in the Philippines will file for you. The Philippine Embassy in Tokyo, quoting NBI's instructions, says a representative must register at clearance.nbi.gov.ph, obtain a Reference Number and write it on the fingerprint card before going to NBI. If you mail the card yourself, you enclose payment with the packet instead.

The clearance fee is PHP 130. Online payments through the portal add a service fee; secondary guides quote PHP 25 to PHP 30 on top (we could not confirm this with NBI). Payment channels reported for the portal include Philippine bank transfers, GCash, Maya, 7-Eleven and Visa/Mastercard. A card issued by a Singapore bank may or may not go through, and the OTP goes to a Philippine mobile number, so most kababayans let a relative pay through GCash.

Step 2: fingerprinting at the Philippine Embassy (appointment, what to bring, cost, hours)

The embassy's 2026 Citizen's Charter lists this as the "NBI Fingerprinting Service", handled by the Notarial Division of the Consular Section. Everything below comes from that charter unless marked.

Bring these:

  • Yourself. The charter requires personal appearance.
  • Two recent 2x2 photos on a white background, taken within the last three months.
  • Your passport or any valid ID.
  • The completed NBI Form 5 and authorization. The processor hands you the form at the window, so you can also fill it there. Use black ink and block letters.

What happens: you get a queue number, tell the processor you want NBI fingerprinting, pay at the cashier, then go to the fingerprinting window where a consular assistant checks the form and rolls your prints. A consular officer signs and consularises the form, and the releasing officer hands it back with instructions for NBI Manila. The embassy stresses that it does not issue the clearance; NBI in Manila does.

One useful note from the charter: if you still hold an original NBI clearance dated 2014 or later, even an expired one, you skip fingerprinting and go straight to renewal (see Step 5 below).

Step 3: sending the form to NBI Manila (courier options; representative in the Philippines)

You now have a signed fingerprint card. Two ways to get it to NBI.

Option A: mail it yourself. Address the packet to:

Enclose the consularised Form No. 5, a photocopy of your passport data page, your spare 2x2 photo, and payment of PHP 200. NBI breaks that down as PHP 130 for the clearance and PHP 70 for mailing it back to you. Other Philippine missions say NBI accepts a check payable to the NBI Director or cash in the peso-equivalent. Write your Singapore return address and email on a separate sheet.

Courier choices from Singapore: LBC (Lucky Plaza and other branches), DHL Express, or SingPost Speedpost and Registered Mail. None of the three publishes a flat document rate on a page we could fetch, so check the carrier's current rate before you go. SingPost lists Registered Mail at 3 to 14 working days and Speedpost from 2 working days. Use a tracked service; this packet carries your fingerprints and passport copy.

Option B: send it to a representative. A sibling or parent sa Pinas registers you at clearance.nbi.gov.ph, writes the Reference Number on the card, and files in person at NBI Clearance Center in Manila with your authorization letter, their valid ID and the PHP 200. If the requesting office is strict, have the embassy notarise a Special Power of Attorney instead of a plain letter; the charter lists notarial acknowledgements at SGD 37.50 per document, with SGD 15 extra for same-day release.

Step 4: getting the clearance back to Singapore

NBI says processing takes a maximum of five working days after your documents arrive, with the finished clearance sent by airmail. The PHP 70 in your payment covers that mailing.

If a representative filed for you, they collect it and courier it to Singapore, or scan it first if the requesting office accepts a scan while the original travels. Check the dry seal when it arrives; the New Zealand embassy page reminds applicants to look for the embossed NBI seal.

A "hit" slows everything. If your name matches a record, NBI holds the application for verification, and the agency's own announcement says the person must appear at an NBI office to confirm they are not the one on file. Common surnames get hits. A representative with your SPA can sort it out for you.

For status, the Vancouver consulate lists NBI's line as (+632) 8523-2437 and email records_ird@nbi.gov.ph.

Renewal if you already had a clearance (NBI online renewal with delivery)

Held an NBI clearance issued in 2014 or later, and your name and birth details have not changed? Skip the fingerprinting. The Singapore embassy's charter says such applicants only need to apply for renewal with the NBI Mailed Clearance Section.

Two routes, per the Vancouver consulate's reading of NBI rules:

  1. A representative in the Philippines applies with your old clearance, one 2x2 photo, passport copy and authorization letter, and pays PHP 200.
  2. You mail the old clearance, passport copy and payment to the Mailed Clearance Section with a return envelope.

NBI also runs online renewal with door-to-door delivery through clearance.nbi.gov.ph, for delivery inside the Philippines: three to seven days in Metro Manila and Luzon, seven to ten days in Visayas and Mindanao. Third-party guides quote the delivered total at around PHP 369 depending on location (not confirmed by NBI). Since July 2026, verified eGovPH app users can also renew inside the app and get a digital copy. Both options deliver to a Philippine address, so pair them with a relative who forwards the original to you.

Treat the non-cited rows as planning estimates. Courier times depend on which service you pay for.

Apostille and authentication if the clearance is for ICA, an SG employer or a visa

Singapore and the Philippines are both parties to the Apostille Convention, so a DFA apostille replaces the old red-ribbon consular authentication. Whether you need one depends on who is asking. Many Singapore employers accept the plain original. Foreign embassies and overseas immigration offices tend to insist on the apostille, so ask first.

Apostilles are issued by the DFA in the Philippines through the Apostille Application and Appointment System at appointment.apostille.gov.ph. The appointment fee is PHP 200 and covers one document; extra documents are paid on the day, payment is non-refundable, slots go first come first served, and there are no expedited appointments. An authorised representative can process documents for up to five document owners a month. Secondary sources disagree on the per-document processing fee (PHP 100 regular and PHP 200 expedited on some DFA office pages, PHP 200 and PHP 400 on others), so confirm the per-document cost when you book.

Do not plan to apostille in Singapore. The embassy's charter states that it does not authenticate documents issued by Philippine government agencies. Your representative files at DFA with a notarised SPA. The fully digital eApostille launched in March 2026 covers PSA eCertificates and CHED eCAVs only, so NBI clearances still go through the appointment route.

Do I need an apostille?

Only if the party asking for the clearance requires one. DFA apostilles are applied for in the Philippines through the online appointment system, and the Philippine Embassy in Singapore does not authenticate documents issued by Philippine government agencies.

Is an NBI clearance the same as a Singapore Certificate of Clearance?

No. The NBI clearance covers your record in the Philippines. The Certificate of Clearance comes from the Singapore Police Force and covers your record in Singapore. Some employers and visa offices ask for both.
