Philippine Passport Renewal in Singapore: 2026 Guide
Where to go, what it costs, how long it takes and what changed this year. Checked against the Embassy's pages and 2026 Citizens Charter on 4 October 2026.
Renew your Philippine passport at the Philippine Embassy, 20 Nassim Road, by booking a free slot on passport.gov.ph; the fee is SGD 90.00, cash or PayNow. Expect four to six weeks before your new passport is ready for collection, longer if you lost the old one.
What changed in 2026
Most guides on the web have not caught up with these.
The VFS centre is gone. The VFS "ePassport Renewal Center (PaRC) Singapore" at Haw Par Centre, 180 Clemenceau Avenue, ceased operations on 5 July 2026. Do not go there (source) (source).
PSA e-certificates now count. From 27 April 2026 the Embassy accepts PSA e-certificates for passport applications, as long as the officer can verify them at e-cert.psahelpline.ph. (source).
Unclaimed passports get destroyed. Six months after your passport arrives at the Embassy, staff dispose of it or cancel it. The same advisory warned of printing delays for applications filed from late March 2026 (source).
Extended Fridays. On the last Friday of each month the consular section stays open until 8:30 PM (source).
Corrections to our old guide. It quoted S$102, up to eight weeks, an affidavit-of-loss surcharge of S$25 to 50, booking on the Embassy website and an SPA for proxy collection. The Embassy's 2026 Citizens Charter and collection page say SGD 90.00, four to six weeks, SGD 37.50, passport.gov.ph, and a signed authorisation letter plus ID. The figures below follow the Embassy.

The rule at the gate is "No Appointment, No Entry". The walk-in courtesy lane covers seniors 60 and above, pregnant women, persons with disabilities, solo parents with a valid solo parent ID, and emergencies such as a medical crisis or a death in the immediate family, plus one companion (source).
Reader tip: Botanic Gardens and Orchard are the nearest MRT stations, and the walk along Nassim Road has little shade.
How to book on passport.gov.ph
ePassport renewals go through the DFA Global Online Appointment System, not the Embassy's own booking portal. Appointments are free, and rescheduling is free (source).
Open https://www.passport.gov.ph/ and start a new appointment.
Pick Singapore as the site and choose renewal.
Enter your details as they appear on your current passport.
Choose a date and time.
Confirm through the email the system sends you. Unconfirmed bookings lapse.
Print the application form the system generates and sign it at the counter, not before.
When no slots show. Slots open in batches; kababayans report better luck checking at 9 AM on weekdays. If your passport or work pass expires soon or you have a booked flight, email epassport.sgpe@gmail.com with your appointment confirmation if you have one, passport data page, work pass and proof of urgency. Seniors, PWDs, pregnant women and children with special needs can ask for off-peak slots through the same address (source).
You can renew up to one year before expiry, and sooner if your pages are running out or a pass or visa renewal needs it (source).
Documents checklist: adults
Every application needs an online appointment, personal appearance and the accomplished form (source). For an ePassport renewal (the maroon passport with the chip symbol):

One photocopy of the data page and the signature page
PSA documents if you are changing your name, for example a PSA marriage certificate to take your spouse's surname, or the annotated certificate if reverting to your maiden name
For dual citizens, the documents the renewal page lists for your case
If you still hold an old brown, green or maroon machine-readable passport without a chip, bring your PSA birth certificate as well (source).
Acceptable IDs include your Singapore residence card, PhilID, SSS, UMID, LTO licence, PRC licence, OWWA e-card and your valid or latest passport (source).
Reader tip: bring two or three photocopies of everything; counter staff sometimes ask for an extra set.
Documents checklist: minors, first-timers, lost or damaged passports
Minors
The child appears in person with a parent, or with an adult holding a Special Power of Attorney. For a child born outside marriage, the mother accompanies the child unless she signs an SPA. (source) (source). A minor's passport is valid five years; an adult's, ten (source). The Embassy does not publish a separate fee for minors; whether minors pay a different amount is UNVERIFIED.
First-time adult applicants
Bring your PSA birth certificate, original and copy, plus a PSA marriage certificate if you use your spouse's surname. Late-registered, naturalised and RA 9225 cases have extra items (source). A newborn born in Singapore needs a Report of Birth first; the baby must appear for biometrics (source).

Lost passport
File a report with the Singapore Police Force, then bring the SPF report, a notarised affidavit of loss and a copy of the lost passport if you have one. The affidavit form is on the Embassy site (source) (source). The Embassy checks the passport database for two weeks before processing, which is why the wait runs longer (source).
Damaged passport
A mutilated passport follows the renewal route plus an affidavit of explanation (source).
Travel document
If you need to fly home before a new passport can arrive, apply for a one-way travel document. Bring three recent 3.5 x 4.5 cm photos, the SPF report if the passport was lost, and the affidavit. It is valid 30 days (source) (source).
The releasing page says about six weeks; the Charter says four to six. Plan for six (source). The Embassy changes fees without notice, so treat the table as current to 4 October 2026.
On the day
Bring your printed appointment confirmation; the guard checks it at the gate. Dress smart casual with closed shoes. Sleeveless tops, spaghetti straps, sando, tube tops and see-through tops are refused at photo capture, so wear something with sleeves even if it is hot (source).
At the counter the officer checks your documents, then captures your photo, fingerprints and signature. The photo follows ICAO rules: no glasses, no coloured contact lenses, no earrings, ears visible, and what the Embassy calls a Mona Lisa smile, mouth closed (source).
Pay in cash or by PayNow. PayNow adds a convenience fee of 0.54 to 0.56 percent. No cards, NETS or cheques, and no refunds once paid (source). There is no ATM near the Embassy, so withdraw before you go (source).
Keep the blue consular collection slip and your receipt. You need both to collect.
Collection, courier, and the six-month rule
Passports arrive from the Philippines in batches. Check whether yours has arrived by searching your surname on the Embassy's "Is my new passport ready" page (source) (source). Do not wait for an email; the surname list is the signal.

A proxy needs your signed authorisation plus their own ID. A minor's passport goes to the Filipino parent and no one else (source).
Courier. The Embassy's releasing page lists no mail or courier option for Singapore collection. If you have moved to another country, file a request to collect at another Philippine post and email releasing.sgpe@gmail.com (source).
Six months. Passports left uncollected six months after arrival are disposed of or cancelled. Older unclaimed ones go through a Certificate of Unclaimed Passport route (source) (source).

The Embassy observes up to 20 Philippine and Singapore holidays a year. Do not book on these days.

My passport has less than six months validity. Can I still travel to the Philippines?+
The Embassy's 2026 OFW Handbook lists six months of passport validity among its pre-departure reminders, and airlines check it at the counter. The Embassy lets you renew up to one year before expiry, so book now rather than wait. If you have a flight within weeks, email epassport.sgpe@gmail.com with your booking confirmation, passport data page, work pass and proof of urgency.
My employer is holding my passport. What do I do?+
The MWO standard contract for household workers states that you keep your own passport and work permit. Ask your employer to return it for the appointment and for safekeeping afterward. If they refuse, contact the Migrant Workers Office at +65 6040 6506 or mwosg_services@dmw.gov.ph before your appointment date.
Can someone collect my new passport for me?+
Yes. Your representative brings a signed authorisation letter from you, their own ID, your collection appointment email, the blue consular collection slip and your old passport. A minor's passport goes to the Filipino parent and no one else.
How much does renewal cost in 2026?+
SGD 90.00 for an adult ePassport renewal, paid in cash or by PayNow at the Embassy. PayNow adds a convenience fee of 0.54 to 0.56 percent. There are no refunds. The Embassy's pages do not list a separate fee for minors, so budget SGD 90 and confirm on the day.
How long does it take?+
The 2026 Citizens Charter says four to six weeks from application to availability, and the releasing page says about six weeks. Passports are printed in the Philippines, so the Embassy cannot rush a batch. An April 2026 advisory warned of extra delays for applications filed from late March 2026.
Is the VFS passport centre still open?+
No. The VFS ePassport Renewal Center at Haw Par Centre closed on 5 July 2026. Every renewal now goes through the Embassy at 20 Nassim Road, booked on passport.gov.ph. Older guides that point to Clemenceau Avenue are out of date.
What if no appointment slots show?+
Keep refreshing passport.gov.ph; slots appear in batches. If your passport or work pass expires soon, email epassport.sgpe@gmail.com with your details and proof of urgency. Seniors, PWDs, pregnant women and children with special needs can request off-peak slots through the same address. Seniors 60 and above, pregnant women, PWDs, solo parents with ID and emergency cases may also use the walk-in courtesy lane.
Do I need printed photos?+
No. The Embassy captures your photo at the counter under ICAO rules. Remove glasses, coloured lenses and earrings, keep your ears visible, and wear a top with sleeves. Printed photos are needed for a travel document (three 3.5 x 4.5 cm shots), not for a passport.
