Philippine Embassy Singapore Appointment 2026: Book Every Service
Passports book on passport.gov.ph, most other services on the q4what portal. Which link, which papers, which fee for every service, checked October 2026.

Passport applications and renewals book through the DFA's passport.gov.ph, while most other consular services at the Philippine Embassy in Singapore book through the q4what portal, with dual citizenship by email and MWO or OWWA matters on the MWO's own site. Every visit needs a prior appointment under the Embassy's "No Appointment, No Entry" rule, and you pay at the counter in cash or PayNow.

Which service uses which booking link
Fees in SGD as the Embassy stated them on 4 October 2026. The Embassy changes fees without notice and gives no refunds, so re-check before you go.
Every passport application, whether renewal, first passport or replacement, goes through the DFA Global Online Appointment System at passport.gov.ph, in force since 7 February 2022; the q4what portal does not take passport bookings.
Book a slot on passport.gov.ph. Appointments and rescheduling are free.
Confirm the email the system sends, then print the form it generates and bring it.
Fill in form DFA-OCA-PDO-02 and attend in closed shoes and a top with sleeves, or the officer refuses the photo capture.

How to book on the q4what portal (everything else)
The portal lives at q4what.com and takes bookings for newborn Report of Birth and passport, notarials, citizenship, NBI, civil registry, voter registration, and the Pag-IBIG and SSS counters.
Open the portal and pick the service; SSS and Pag-IBIG sit under the Labor Services tile.
Choose a date and time. If you are filing a Report of Birth together with a Report of Marriage or a paternity affidavit, book an afternoon slot.
Keep the confirmation the portal sends, on your phone or printed. The guard checks it at the gate.
The Embassy's pages do not describe the confirmation, and they publish no rescheduling or no-show rule for the portal, so cancel and rebook if you cannot make it. An older notarial link at consulardocuments.timetap.com is still live, but the newer notarial page sends you to q4what.
Two exceptions skip the queue. A walk-in courtesy lane for passport and notarial services covers seniors 60 and above, pregnant women, persons with disabilities, solo parents with a valid ID, and emergencies. And the Embassy stays open until 8:30 PM on the last Friday of each month.
What to bring for each service
Every applicant appears in person with the original passport plus a photocopy of the data and signature pages per document, or both sides of a Singapore IC.
Passport renewal
Current ePassport plus a photocopy of the data and signature page; PSA documents only for a name change. Brown, green or maroon passports add a PSA birth certificate. PSA e-certificates count since 27 April 2026.
New passport
Adults: PSA birth certificate, original and copy, plus a PSA marriage certificate if using a spouse's surname. Minors: a parent or SPA-authorised adult attends; a non-marital minor comes with the mother.
Lost passport
A copy of the lost passport if you have one, an SPF police report and a notarised affidavit of loss.
NBI fingerprinting
Two 2 x 2 photos, white background, within three months, no teeth showing, name and signature on the back, plus your passport. The officer takes prints on NBI Form No. 5; the Manila leg is yours.
Report of Birth

Singapore birth certificate, original plus five copies; five typed ROB forms; PSA marriage certificate or Report of Marriage, original plus five copies; both parents' passports, five copies each. Unmarried parents add the AAP and AUSF forms, and the newborn attends for biometrics.
Report of Marriage
Four ROM forms and four photocopies each of the marriage certificate, both passports, both birth certificates and a PSA CENOMAR with QR code. Non-Filipino documents need an apostille and a notarised English translation.
Report of Death
Within 30 days, email the scanned set to atn@philembassysg.com: Certificate of Registration of Death, ROD form, the deceased's and the informant's passports, each with four copies. Shipping remains adds the coffin export permit, embalming and sealing certificates, HSA medical certificate and flight itinerary.
Notarials and SPA
The unsigned document, since you sign in front of the officer, with your Singapore address on it. The Embassy drafts nothing and supplies no witnesses; gold seal only. SPA template: philippine-embassy.org.sg.
Certifications
One and the Same Person: current and previous passports plus PSA marriage and birth certificates. Certified passport copies: three colour copies of the data page. The Embassy no longer authenticates Singapore-issued documents; use the Singapore Academy of Law apostille.
Dual citizenship, RA 9225
Email citizenship.sgpe@gmail.com with the subject "Retention/Reacquisition of PHL Citizenship". Bring the RA 9225 form, both passports with copies, a DFA-authenticated PSA birth certificate, your certificate of naturalisation and three 3.5 x 4.5 cm photos. Only the applicant enters.
Renunciation
Renunciation form, ICA letter in original plus copy, deed poll if your names differ, two 4.5 x 3.5 cm photos and your current passport with copy.

Overseas voter registration
Original passport plus one photocopy, and the OVF1 form from iRehistro at irehistro.comelec.gov.ph. Dual citizens bring the IC or order of approval; seafarers bring the SRB.
Visas and minors travelling
Tourists apply at evisa.gov.ph with no Embassy visit unless requested; the 13(a) spouse visa starts with an email to consular.sgpe@gmail.com. The DSWD Digital Blue Card for a Filipino minor comes from mta.dswd.gov.ph, not the Embassy; a non-Filipino child under 15 travelling without a parent needs the WEG affidavit notarised here, SGD 37.50, plus BI PHP 3,120 on arrival.
Fees and how to pay
Cash or PayNow only. No cards, no NETS, no cheques. PayNow adds a convenience fee of 0.54 to 0.56 percent, which is why the SGD 37.50 cash price for a notarial or NBI fingerprinting shows as about SGD 37.71 on a PayNow receipt. The Embassy gives no refunds, and the OFW Handbook warns there is no ATM near the chancery, so bring exact cash.
Most documents share one price, SGD 37.50 per notarial, certification, civil registry report or affidavit. Expedite costs SGD 15 per document, same day if you lodge before 12 noon, or before 11 AM for Report of Death papers. Translation has no expedite option. One stale page still lists notarials at SGD 42.50; the newer page and the 2026 Citizens Charter both say SGD 37.50.
Labor desks: MWO, OWWA, SSS, Pag-IBIG
The Embassy's own MWO, OWWA, SSS and Pag-IBIG pages load but contain only a title. MWO Singapore shares the 20 Nassim Road address and books through go.mwosingapore.online for contract verification, OWWA, direct-hire exemption and agency matters. Contract verification costs SGD 15 cash and applies when you changed employer, position or jobsite, or have no DMW record. Bring the signed original contract plus copies of your passport and work pass; domestic workers add the employer's NRIC, skilled workers a certificate of employment or payslip. Update your DMW e-registration at onlineservices.dmw.gov.ph first.
OWWA membership costs SGD 36 cash, valid two years regardless of employer; bring your passport, a copy of your work permit or contract, and the OFW Information Sheet. The OEC, OFW Pass and e-registration are free; the OFW Pass in the eGovPH app replaces the OEC for workers with a verified contract and the same employer.
SSS and Pag-IBIG counter visits book on q4what under Labor Services; most Pag-IBIG business runs through Virtual Pag-IBIG online. No fees or processing times for either desk appear on the Embassy site. PhilHealth has no desk; it ran a three-day mission in July 2026.

Can I walk in to the Philippine Embassy in Singapore without an appointment?+
No, with one exception. The Embassy runs a No Appointment, No Entry rule for every consular and labor transaction. A walk-in courtesy lane covers passport and notarial services only, for seniors 60 and above, pregnant women, persons with disabilities, solo parents with a valid ID, and emergencies, plus one companion.
Which site do I use to book a passport renewal?+
The DFA Global Online Appointment System at passport.gov.ph, in force since 7 February 2022. The q4what portal does not take passport applications. Appointments and rescheduling are free; confirm the email the system sends and print the form.
What is the q4what portal?+
It is the Embassy's own booking system at q4what.com, linked from the consular appointment page. It covers newborn Report of Birth and passport, notarials, citizenship, NBI fingerprinting, civil registry, voter registration, and the SSS and Pag-IBIG counters. Pick the service, choose a slot and bring the confirmation to the gate.
Can I pay by card at the Embassy?+
No. Consular payments are cash or PayNow only, with no cards, NETS or cheques. PayNow adds a 0.54 to 0.56 percent convenience fee, so a SGD 37.50 notarial comes to about SGD 37.71. The Embassy gives no refunds and there is no ATM nearby, so bring cash.
How long before my passport arrives?+
The 2026 Citizens Charter gives four to six weeks, because the DFA prints passports in the Philippines. Lost passport cases take six to eight weeks. Collection needs its own booking, and the Embassy disposes of unclaimed passports six months after arrival.
Is the VFS passport renewal centre still open?+
No. The VFS ePassport Renewal Center at Haw Par Centre closed on 5 July 2026 under advisory AD-030-2026. Book on passport.gov.ph and attend at 20 Nassim Road instead. Older guides that send you to Clemenceau Avenue are out of date.
Where do I book OWWA membership or contract verification?+
On the MWO's own portal at go.mwosingapore.online, not on q4what. The Embassy's MWO and OWWA pages are empty placeholders. Contract verification costs SGD 15 cash and OWWA membership SGD 36 for two years; the OEC, OFW Pass and DMW e-registration are free.
Does the Embassy open outside office hours?+
Yes, on the last Friday of each month, when consular and labor services run from 8:30 AM to 8:30 PM. The remaining 2026 dates are 30 October, 27 November and 18 December. Regular hours are Monday to Friday, 8:30 AM to 5:00 PM.
